A Dickinson city employee has received a written warning after violating a city ordinance.

A Dickinson city employee has received a written warning after violating a city ordinance.

Skip Rapp, Dickinson public works manager, was disciplined April 15 for a violation that occurred in 2006, said Shawn Kessel, city administrator.

Rapp accepted three $50 gift cards from a company, which he didn’t use and turned over to the city, Kessel said.

“We do a lot of supplies, as you can imagine, from a multitude of vendors, and occasionally those vendors offer staff gifts,” Kessel said. “And if those gifts aren’t used to benefit all the public staff and if they’re used personally instead, that’s a violation of our ordinance.”

Kessel said the matter was investigated after the city received a tip.

Rapp also participated in ethics training. He has spoken to city staff about the incident in the hopes of turning it into an educational experience, as well.

“It was an isolated incident and it was stupid,” Rapp said. “Hopefully everybody learns from this mistake.”
