City Commission OKs use permit

The Dickinson City Commission approved a special use permit that would allow Charbonneau Car Center to build a parking lot in the area of 444 First St. W. and 430 First St. W. during its Tuesday meeting. The first time Charbonneau Car Center asked for the special use permit in May it was denied.

Commissioner Carson Steiner said that when the parking lot idea was first brought to the commission he was concerned, but added that things have changed and that he feels it is more of a safety issue and an issue of alleviating parking difficulties in the area.

The commission agreed and added with the purchase of the house, the rule that the parking lot must be accessed through the alley and that there be no lights in the parking lot and the steps Charbonneau has taken to make the area tie into the décor of the neighboring residents and businesses (adding fencing and greenery) they felt more comfortable approving the permit this time around.

Commissioner Gene Jackson warned his colleagues to be vigilant in land-use creep with special use permits and zoning issues in the future.

In other business:

The commission heard from Blake Strehlow with the Stark County Housing Authority and Dan Madler, chief operating officer of Beyond Shelter, Inc., about a low income housing project it (a North Dakota nonprofit developer of affordable housing) has in mind.

The plan is to build Pattterson Place Townhomes in an area near Interstate 94 Business Loop West. The project consists of 38 low income housing tax credit units with rents as low as $375 a month if payment in lieu of taxes would be approved.

Beyond Shelter asked the Commission to approve a letter of support and sponsor a CDBG funding application for the project, which they did.

r Funding for recycling drop off sites was approved.

r The final plat of the LaMont addition near Sims Street and 14th Street West was approved.

r The final plat of land in between 23rd Avenue West and Interstate 94 business loop west running along Fourth Street West was approved.

r A special use permit for land lying between Fourth Avenue East and Custer Street to be used as a parking lot for St. Benedicts employees was approved. The area is to be lighted.

r The preliminary and final plat of land lying in the area of Highway 22, 29th Street East and 40th Street West was approved.
