Stark and Bowman counties are also dealing with stranded motorists, the county's emergency managers say. Stark may open an emergency shelter if conditions continue or get worse.
Dangerous winds there have downed trees causing power outages in Bowman County, the emergency manager reports. Stark has had intermitent power outages around Radar Base Hill.
White out conditions and wind gusts up to 60 mph are causing dangerous conditions across southwest North Dakota.
Power was out for about six hours in Golden Valley County but went back on around noon, Frieze said.
