ND tribe seeks financial proposals for refinery

NEW TOWN, N.D. (AP) — The Three Affiliated Tribes are calling for proposals to finance an oil refinery on the Fort Berthold Indian Reservation in northwest North Dakota.

NEW TOWN, N.D. (AP) — The Three Affiliated Tribes are calling for proposals to finance an oil refinery on the Fort Berthold Indian Reservation in northwest North Dakota.

The tribes want to build a refinery to process 15,000 barrels of North Dakota crude daily into a variety of fuels. The Environmental Protection Agency earlier approved what officials said was a key permit, allowing for the discharge of treated wastewater. The refinery still will need an air quality permit.

Tribal officials said that they are seeking a proposal for up to $400 million to build the refinery in four stages. The tribes hope to retain full ownership but will consider partnerships or joint ventures.

The refinery would be the second in North Dakota. A refinery at Mandan went into operation in 1954.
