Forty-seven-year-old Lester Waters and 22-year-old Michael Spell are scheduled to appear in Montana district court Feb. 28 on charges of aggravated kidnapping.
They are being held on $2.5 million bail each, but authorities have released few details in the case.
Arnold was last seen leaving home for a run on Jan. 7. She is presumed dead. Her body has not been found.
Property owners in rural eastern Montana and western North Dakota have been asked to look for signs of a makeshift gravesite.
Williams County Sheriff Scott Busching says multiple sites have been checked but none have panned out.
