DSU dorm Peeping Tom arrested

A 50-year-old registered sex offender was arrested Thursday evening for allegedly using binoculars to peek into windows at Dickinson State University, according to the Dickinson Police Department.

“He was looking through the windows of Woods Hall dorm from a vehicle parked on Eighth Avenue West,” DPD Chief Dustin Dassinger said.

Allen Kerns is charged with surreptitious intrusion, he added.

Somebody reported the alleged activity at about 6:30 p.m.

“I heard from the (campus) security guard and he said situations like this have happened in the past,”said DSU spokeswoman Marie Moe. “They always stress to the residents in Woods Hall they should keep their curtain closed when privacy is called for.”

She added Eighth Avenue West is a public street and students will be reminded again to close their curtains when they want privacy.

“Unless an individual is using cameras or binoculars like in this case, we can’t do much about it, but our policy is when we see somebody loitering we ask them to move along,” Moe said. “From my perspective, when I’m walking down the street it appears to me that those curtains are often closed.”

Kerns is classified as a moderate risk sex offender, according to the North Dakota sex offender website.

He was convicted of sex assault in Nebraska in 1995, according to the website.
