Dickinson man arrested after assaulting officer

A 39-year-old Dickinson resident was arrested Thursday after assaulting an officer and attempting to flee, according to the Dickinson Police Department.

“He was obviously under the influence of drugs,” DPD Capt. Joe Cianni said.

While police were responding to an unrelated call, citizens informed officers there was a man nearby trying to break into vehicles, Cianni said.

An officer allegedly saw Ted Higgs trying to get into an SUV that did not belong to him.

“He looked directly at them and then he ran from officers,” Cianni said. “Other officers arrived and attempted to put him in handcuffs. He started to violently resist, thrashing his entire body to try and get away.”

An officer was kicked in the face while trying to subdue Higgs, Cianni said.

“He was kicking and punching and scratching and whatever else he could do,” he said. “It took four or five of them to get this guy subdued.”

Higgs allegedly continued resisting officers’ efforts after DPD, Stark County Sheriff’s Office and North Dakota Highway Patrol officers got Higgs into a squad car.

“They brought him up to the hospital and the fight continued as they removed him from the squad car in the hospital,” Cianni said. “He continued to thrash and kick at the hospital while he was being examined by hospital staff.”

Higgs was finally subdued when hospital staff sedated him, Cianni said.
