The Morton County Commission plans to meet later to discuss the dispute with State's Attorney Allen Koppy.
County Commissioner Andy Zachmeier says the commission could ask a judge to order Koppy to enforce the county's zoning rules — or pick another lawyer to do the job.
Zoning board members say Koppy has ignored complaints about a landowner six miles north of Mandan who keeps horses and cattle on his property.
County planner Belinda Eckroth says the landowner, Kelly Glatt, has kept as many as 30 animals on his land at one time. She says the animals aren't allowed.
