Linda Edens, Dickinson, and her dog, Tango, speak with Darci Adams, Fargo, about Measure 5 on Saturday at a rally at the Dickinson dog park. Measure 5 supporters seek the adoption of stronger penalties for those who abuse animals. The proposed law, which North Dakotans have been found to favor based on a Forum Communications poll, would turn abuse of a cat, dog or horse into a Class C felony, up from a misdemeanor. North Dakota is one of two states that do not charge animal abuses with a felony. Roughly a dozen people attended the rally amid below-freezing temperatures and scattered snow showers.
