Racing Commission working on image but must pay up

BISMARCK — Nearly five months after the oft-embattled North Dakota Racing Commission voted to capitulate in a drawn-out dispute over a quarter horse’s racing credentials, the case drags on because the commission hasn’t obeyed a court order to pay the other side’s legal bill.
