ND Sen. Hoeven says Obama pipeline move 'bizarre'

BISMARCK, N.D. (AP) — North Dakota Sen. John Hoeven says it's “bizarre” that President Barack Obama is trying to take credit for an oil pipeline when he's blocking its construction.
