Dangerous wind chills blanket the Dakotas

SIOUX FALLS, S.D. (AP) — “Skin-freezing cold” may not be the scientific term. But the dangerously cold weather that settled over the Dakotas on Thursday was just that — cold enough to freeze skin within minutes.
