Turbines spin Oct. 29 as the sun rises at a wind farm near Toronto, S.D. North Dakota is expected to add hundreds of megawatts of wind energy in 2012, while development has slowed to a near stop in South Dakota. The difference is the availability of high-voltage power lines to ship the power to cities that need it.
