Residents say the roads have led to tire tracks through yards as neighbors try to make their way home. City officials say a garbage truck sank in a broken road and became stuck. Heartland officials say they are aware of the problem, have set up detours and are developing a remedy to the situation. The other big concern: getting emergency vehicles in and out should a resident call for help.
