Jacque Younger of Minot lives in a FEMA trailer with her husband, a cat and a dog after her rental home near Minot State University flooded last summer. She's tried to find a new home, but said they can't afford the soaring cost of housing in the city. "When you're talking $2,000 (a month), and you're on retirement ... that just doesn't work," she said.
