Jim Ringelman, the Duck Unlimited director of conservation programs at the Great Plains Regional Office in Bismarck, said about the future: “The real philosophical turning point for our program in the prairies was when moisture returned during the decade of the 1990s and we zoomed past our duck population goal around 1997.”
