This scene July 6, 2008, is the intersection of First Street East and First Avenue East in downtown Dickinson after a heavy rain hit the city. Officials said the water drainage was working fine, but a heavy rain in a short period overwhelmed the infrastructure’s ability to drain water. The city is now looking at improving it’s water infrastructure as the population continues to grow amid an oil boom.
