In this Jan. 16 photo, a coal train idles in front of the Decker Coal Mine near the Wyoming border in Decker, Mont. The mine once produced 10 million tons of coal a year “like clockwork,” but is now down to less than a third of that volume as contracts dry up amid slackening demand for the fuel.
