A new way of staffing: PMI branches out from Florida to North Dakota

In a city and state with more jobs than people, Payroll Management Inc. is looking to correct that.

The Florida-based staffing company first came to North Dakota to help with cleanup after the Souris River flooded Minot, said Jessica Hoyal, mid west regional manager.

"We've done work all over the place," she said. "Part of what we do -- mainly on the staffing side of things -- is disaster relief. That's what takes us all over most often. We've been to Indiana and Ohio with tornadoes and we were in Billings (Mont.) and Minot when they had flooding up there. That's how we actually moved into North Dakota."

The company moved to North Dakota because several of their contract companies were coming to rebuild Minot, said Dan Robertson, vice president of sales marketing for the 26-year-old company.

"The opportunities with the oil boom in the area gave us another reason to stick around," he said.

PMI does staffing a little differently than a standard temporary employment agency, Hoyal said.

"A (professional employer organization) is a co-employment situation," she said. "With a staffing agency or a temp agency, you have someone who sends employees and they go and do whatever the company needs and then they go back and they 'belong' to the temp agency -- the temp agency retains authority over them.

"With the leasing company, it's a little bit different. It's the same kind of situation, but the leasing company and the client company are co-employers. The company retains all of the authority over the employee, as opposed to a temp agency, but the PEO takes responsibility legally."

The PEO takes care of payroll, human resources, worker's comp, but the client company sets wages, hours and the job itself, Hoyal said.

PMI staffs and leases employees to companies of all types and sizes, she said.

"We're a verified vendor for the federal government and a preferred contractor with FEMA through our disaster relief work," Hoyal said.

Hoyal got to travel around the state with her boss to find the perfect location in North Dakota once the southern company decided to set up a permanent presence here.

"I was looking already for jobs in North Dakota because I wanted to move here before," said Hoyal, a Tennessee native. "I knew I wanted to move somewhere up north, just as a different experience."

Potential employees can fill out an application at PMI's downtown office. Client companies can explain their employee wants and needs to PMI, which will work up a quote and then, if agreed, take over the human resources part of the business, she said.

It handles 7,500 employees and $150 million in annual payroll, Robertson said.
