Richard Papousek of Quinn, S.D., has recouped about half of a $600,000 loss from the Oct. 4, 2013, blizzard. He continues in a legal dispute with his insurance company over whether some of his cattle died of drowning because their lungs had filled with water, despite the fact that they hadn't entered a lake or stream.
