Secundum artem is a Latin phrase meaning "standard practice," or "according to procedure." As we see protests continue to cause problems and costly delays for oil companies, it's difficult not to think of that phrase each time a line is proposed and met with loud and potentially violent reaction.
Jeff Bezos, who founded Amazon in 1994 and turned it into the retail giant it is today, is looking for a new company home. Bezos calls it HQ2. It will be the second headquarters for Amazon, which employs some 380,000. He is encouraging cities to submit ideas that will "allow Amazon to determine the ideal location for our project." And get this: The new headquarters will require approximately 50,000 new workers with average pay of $100,000.
BISMARCK—North Dakota's roadside pheasant survey conducted in late July and August indicates total birds and number of broods are down statewide from 2016. According to R.J. Gross, upland game management biologist for the North Dakota Game and Fish Department, the survey shows total pheasants observed per 100 miles are down 61 percent from last year. In addition, brood observations were down 63 percent, while the average brood size was down 19 percent. The final summary is based on 279 survey runs made along 103 brood routes across North Dakota.
A man has been charged in a November assault that resulted in a severe head injury and partial paralysis of a 2-year-old child, according to court documents. Austin Lee Thorsteinson, 24, has been charged with abuse of a child, a Class A felony, for an assault prosecutors say took place Nov. 22. According to the criminal complaint, Thorsteinson stuck the child’s head against a stereo speaker and a metal table. The complaint states Thorsteinson admitted to striking the child because he was angry.

GRAFTON -- A Grafton man who faced 17 charges was sentenced to eight years in prison Monday for sexually assaulting and taking photos and video of two minor victims. Cesar John Salinas, 43, was charged in Walsh County District Court last July with six counts of promoting an obscene performance by a minor, all Class B felonies, five counts of sexual assault, five counts of child neglect or abuse, all Class C felonies, and one count of surreptitious intrusion, a Class A misdemeanor.
GRAND FORKS -- A University of North Dakota fraternity whose members were falsely accused of assaulting a man because of his sexuality did not violate Title IX or the school's Code of Student Life, according to a news release from the university.
CAVALIER, N.D.--Two men face 32 felonies for a string of burglaries in Cavalier late last month, according to Pembina County State's Attorney Ryan Bialas. Investigators allege Benjamin Norling and Joshua Schmitz broke into several Cavalier residents' garages or vehicles on Aug. 27 and stole their belongings, including tools, golf clubs, a leaf blower and even a .22-caliber rifle, according to the criminal complaint filed in court against Norling.
GRAND FORKS, N.D. -- A 9-year-old boy died Friday morning after losing control of the four-wheeler he was operating. The North Dakota Highway Patrol said the boy was driving a Suzuki Vinson Quadrunner when he lost control in a rutted grassy area and the vehicle overturned.
