Bids for the construction of the Project will be received at Highlands Engineering to the attention of Kenzie Robertson located at 319 24th Street East, Dickinson, ND 58601, until Thursday, June 4 at 2:00 PM local time. At that time the Bids received will be publicly opened and read via GoToMeeting at the following web address https://global.gotomeeting.com/join/ 520999925. Attendees can also dial in using your phone to 1 (312) 757-3121 with an access code of 520-999-925. Alternative methods to participate in the bid opening are being utilized due to COVID-19 concerns to protect the health and safety of those participating.
The Project includes the following Work:
•Construction of a 32' x 120' Pole Building
•Construction of Concrete Pavement and Valley Gutter
•Installation of Gravel Surfacing
•Water and Sewer Service installation

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Prospective Bidders may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a non-refundable deposit of $50 for each set. Make deposit checks for Bidding Documents payable to Highlands Engineering & Surveying, PLLC. Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office's receipt of payment, printed Bidding Documents or electronic documents on compact disk will be sent via the prospective Bidder's delivery service. The shipping charge amount will depend on the shipping method chosen.
A pre-bid conference for the Project will not be held.
Instructions to Bidders.
All bids shall be contained in a sealed envelope, plainly marked showing that such envelope contains a bid for the above project. In addition, the bidder shall place upon the exterior of such envelope the following information:
1.The name of the Bidder
2.Acknowledgement of the Addenda
The Bidder shall submit a separate sealed envelope containing the following information:
1.Bid security in accordance with the Instructions to Bidders
2.Copy of North Dakota Contractor's License or Certificate of Renewal
All bidders must be licensed for the full amount of the bid as required by Section 43-07-12 of the North Dakota Century Code.
No Bid will be read or considered unless it fully complies with the bidding requirements.
Contracts shall be awarded on the basis of the low bid submitted by a responsible and responsive Bidder for the aggregate sum of all bid items as defined in the Bidding Documents. The Owner reserves the right to reject any and all bids, to waive any informality in any bid, to hold all bids for a period not to exceed sixty (60) days from the date of opening bids, to accept the bid deemed most favorable to the interest of the Owner. If satisfactory bids are not received, the Owner reserves the right to rebid the project until a satisfactory bid is received.
The work on the improvements shall be substantially completed on or before 10/17/2020 and ready for final payment on or before 10/31/2020 in accordance with the Contract Documents.
