A Dickinson based massage parlor is again under scrutiny after allegations were raised that its employees have solicited sexual favors for profit.
On Friday morning, authorities with the Dickinson Police Department, Bismarck Police Department and North Dakota Bureau of Criminal Investigations conducted a multi-agency joint covert operation targeting Tokyo Q Spa in Dickinson.
"A joint covert operation involving the Dickinson Police Department, Bismarck PD and the ND BCI resulted in the issuance of search warrants for the Tokyo Q Spa in Dickinson at 1627 W. Villard St., and the Hong Kong Spa in Bismarck," Capt. Joe Cianni, Dickinson Police Department, said. "The multi-jurisdictional search warrants related to nefarious business practices tied to the promotion and facilitation of prostitution were served today September 4, 2020, at approximately 10:00 a.m. at both locations. Criminal charges are still pending at this time."
Jiang Jennings, 56, of Hanover Park IL, was taken into custody for the alleged offense of facilitating prostitution.
Bismarck Police Detectives, along with ND Bureau of Criminal Investigations, and Dickinson Police Department, conducted a long-term investigation into the Hong Kong Spa in Bismarck, and the Tokyo Q Spa in Dickinson. Through complaints from citizens, and investigative work, detectives found that employees at these facilities were offering sexual acts during massages.
The case remains under investigation, and Dickinson police are grateful for the assistance of area law enforcement partners.
