Sealed Bids for the construction of the BRIDGE REPLACEMENT 45-151-08.1 project will be received by the Stark County Commission at the Stark County Courthouse - Auditor, Attention: Kay Haag, 51 3rd Street East, Dickinson, ND 58601 until 8:10 am MT on August 6, 2019, at 8:20 am MT the Bids received will be publicly opened and read. The Project generally consists of replacing an existing bridge with a precast reinforced concrete box culvert in Stark County about 8.1 miles east of Richardton, ND. Project will also include earthwork, topsoil, channel diversion, foundation fill and preparation, sediment and erosion control, wetland mitigation, seeding, and incidentals.

Printed copies of the Bidding Documents may be obtained from the Issuing Office, during normal business hours, upon payment of a non-refundable deposit of $50 for each set. Checks for Bidding Documents shall be payable to Highlands Engineering & Surveying, PLLC. Upon request and receipt of the document deposit indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Bids will be received for a single prime Contract. Bids will be submitted on the basis of cash payment for the work and materials.

All bidders must be licensed for the full amount of the bid as required by Section 43-07-05 and 43-07-12 of the North Dakota Century Code.

All bids shall be contained in a sealed envelope, plainly marked showing that such envelope contains a bid for the above project. In addition, the bidder shall place upon the exterior of such envelope the following information:
1.The name of the Bidder
2.Acknowledgement of the Addenda.

The Bidder shall submit a separate envelope containing the following information:
1.Bid security in accordance with the Instructions to Bidders
2.Copy of North Dakota Contractor's License or certificate of renewal

No Bid will be read or considered unless it fully complies with the Bond and license requirements. Any deficient Bid will be resealed and returned to the Bidder immediately.

The successful Bidder will be required to furnish Contract Performance and Payment Bonds in the full amount of the contract.

Contracts shall be awarded to the Bid submitted by a responsible and responsive Bidder for the aggregate sum of all bid items as defined in the Bidding Documents deemed most favorable to the interest of the County. The Owner reserves the right to reject any and all bids, to waive any informality in any bid, to hold all bids for a period not to exceed sixty (60) days from the date of opening bids, and to accept the bid deemed most favorable to the interest of the Owner.

The work on the improvements shall be completed by November 15, 2019. Should the Contractor fail to complete the work within the time required herein or within such extra time as may have been granted by formal extensions of time approved by the Owner, there will be deducted from any amount due the Contractor the sum of $700 per day and every day that the completion of the work is delayed. The Contractor and his surety will be liable for any excess. Such payment will be as and for liquidated damages.
