C-111: ADVERTISEMENT FOR BIDS NORTH INDUSTRIES UTILITIES CITY OF DICKINSON, ND City Project Number: 201601 Highlands Project Number: 167975 General Notice The City of Dickinson, ND (Owner) is requesting Bids for the construction of the following Project: North Industries Utilities Project Number 201601 Bids for the construction of the Project will be received at City of Dickinson, ND City Hall to the attention of Sylvia Miller located at 38 1st Street W, Dickinson, ND 58601, until Thursday, April 6, 2023 at 3:00 PM local time. At that time the Bids received will be publicly opened and read. The Project includes the following Work: • Water System Installation • Sanitary Sewer System Installation • Culvert Installation • Removal and Replacement of Gravel Surfacing Obtaining the Bidding Documents Information and Bidding Documents for the Project can be found at the following designated website: https://www.questcdn.com/ - Project Number 8420465 Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. The Issuing Office for the Bidding Documents is: Highlands Engineering & Surveying, PLLC 319 24th Street E Dickinson, ND 58601 Prospective Bidders may also obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 AM and 5:00 PM and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a non-refundable deposit of $50 for each set. Make deposit checks for Bidding Documents payable to Highlands Engineering & Surveying, PLLC. Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office’s receipt of payment, printed Bidding Documents or electronic documents on compact disk will be sent via the prospective Bidder’s delivery service. The shipping charge amount will depend on the shipping method chosen. Pre-bid Conference A pre-bid conference for the Project will be held at City of Dickinson, ND City Hall located at 38 1st Street W, Dickinson, ND 58601 on Tuesday, March 28th at 3:00 PM local time. Instructions to Bidders. All bids shall be contained in a sealed envelope, plainly marked showing that such envelope contains a bid for the above project. In addition, the bidder shall place upon the exterior of such envelope the following information: 1. The name of the Bidder 2. Acknowledgement of the Addenda The Bidder shall submit a separate sealed envelope containing the following information: 1. Bid security in accordance with the Instructions to Bidders 2. Copy of North Dakota Contractor’s License or Certificate of Renewal All bidders must be licensed for the full amount of the bid as required by Section 43-07-12 of the North Dakota Century Code. No Bid will be read or considered unless it fully complies with the bidding requirements. Contracts shall be awarded on the basis of the low bid submitted by a responsible and responsive Bidder for the aggregate sum of all bid items as defined in the Bidding Documents. The Owner reserves the right to reject any and all bids, to waive any informality in any bid, to hold all bids for a period not to exceed sixty (60) days from the date of opening bids, to accept the bid deemed most favorable to the interest of the Owner. If satisfactory bids are not received, the Owner reserves the right to rebid the project until a satisfactory bid is received. The work on the improvements shall be substantially completed on or before 10/21/2023 and ready for final payment on or before 11/4/2023 in accordance with the Contract Documents.
