Sealed Bids for the construction of the 2021 High Street Water and Sewer Extension Project will be received by the City of Killdeer until 2:00 p.m. local time on July 28, 2021, at which time the Bids received will be publicly opened and read aloud.

Bids will be received for Contract No. 1 - General Construction. Bid shall be on unit price basis. The Work comprised of each Contract is generally described as follows:
Contract No. 1 - General Construction: Work generally consists of the following approximate quantities: 1,835 feet of open cut 8-inch PVC sanitary sewer main, two (2) connections to existing sanitary sewer; sanitary sewer manholes and appurtenances; 1,725 feet of open cut 10-inch PVC water main, 80 feet of open cut 6-inch PVC water main, one (1) prefabricated booster station, three (3) connections to existing water main, and all other associated hydrants, valves, fittings, and appurtenances; site restoration and seeding.
All Work shall be done according to the Bidding Documents. The Issuing Office for the Bidding Documents is: Advanced Engineering and Environmental Services, Inc., 1815 Schafer Street, Ste 301, Bismarck, ND 58501, contact person is Eric Lothspeich at 701-221-0530 or email at Eri c.Lothspeich@ae2s.com for all bidding document interpretations and clarifications. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. and 5:00 p.m. and may obtain copies of the Bidding Documents from the Issuing Office as described below.

You may download the digital plan documents for Fifty Dollars ($50.00) by inputting Quest project #7915701 on the website's Project Search page. The Bidding Documents are available in the form of printed plans and specifications by request from AE2S, 1815 Schafer Street, Suite 301, Bismarck, ND (701-221-0530) for a NON-REFUNDABLE charge of One Hundred Dollars and No Cents ($150.00) for each set of Plans and Specifications requested. Bidding Documents may also be examined at the offices of AE2S in Grand Forks, Fargo and Williston, ND and Maple Grove, MN; builders' exchanges in Grand Forks, Bismarck, Minot, and Fargo, ND, and in Minneapolis, MN. All bidding document interpretations and clarifications shall be directed to AE2S.
All Bids will be made on the basis of cash payment for such work and materials. Each bid must be accompanied by a separate envelope containing the contractor's license and bid security. The bid security must be in a sum equal to five percent (5%) of the full amount of the bid and must be in the form of a bidder's bond. A bidder's bond must be executed by the bidder as principal and by a surety, conditioned that if the principal's bid is accepted and the contract awarded to the principal, the principal, within ten days after notice of the award, shall execute a contract in accordance with the terms of the bid and the bid bond and any condition of the governing body. A countersignature of a bid bond is not required under this section. If a successful bidder does not execute a contract within the ten days allowed, the bidder's bond must be forfeited to the governing body and the project awarded to the next lowest responsible bidder.
The bidder shall be licensed for the full amount of the bid as required by section 43-07-12 of the NDCC.
Bids that do not fully comply with requirements of NDCC 48-01.2-05 are considered deficient and will be resealed and returned to the bidder immediately.
The Owner reserves the right to reject any and all bids and rebid the project until a satisfactory bid is received, and further reserves the right to award the Contract in the best interests of the Owner. The Owner reserves the right to hold the three (3) low Bids for a period of sixty (60) days after the date of the Bid opening to complete financial arrangements.
All Bidders are invited to be present at the public opening of the Bids.
