Minutes City of South Heart Regular Meeting January 9, 2023 7:00 P.M. MAYOR: Floyd R Hurt COUNCILMEMBERS: Jeremey Binstock Mike Sticka Brock White Arlen Kubas CITY AUDITOR: Renae Praus UNAPPROVED MINUTES: ROLL CALL: Hurt, Praus, White, Binstock, Kubas ABSENT: Mike Sticka REGULAR MEETING: Mayor Hurt called the meeting to order at 7:00pm. APPROVAL OF AGENDA: Councilman White made a motion to approve the agenda and Councilman Kubas seconded the motion. All in favor. Motion carried. MINUTES: Councilman Kubas made a motion to approve the December 5, 2022 Regular Meeting Minutes and Councilman Binstock seconded the motion. All in favor. Motion carried. ANIMALS AND FOWL ORDINANCE-REVISED TO ALLOW CHICKENS IN CITY LIMITS FINAL READING: The council reviewed the final copy of the ordinance prepared by Mr. Zent, City Building Inspector. Councilman Kubas made a motion to approve the final reading of the prepared ordinance allowing chickens within the city limits of South Heart with the said stipulations, Councilman White seconded the motion. All in favor. Motion carried. SHERIFF/POLICE REPORT: Police Commissioner White did not have any incidents to report for the month. Stark County Sheriff Department was not present. STREET COMMISSIONER: Street Commissioner Binstock reported the loader needed repairs to the modular and RDO was out to completed the repairs. He also ordered new shoes for the loader. WATER DEPARTMENT: Mayor Hurt informed the council everything is operating smoothly. SEWER COMMISSIONER: Mayor Hurt informed the council the lift station pumps and lagoons are operating smoothly. OTHERS: Mayor Hurt brought up he would like the city to approach the DOT to see if the city would be able to plant trees by the exit of the interstate coming into South Heart. Councilman Kubas will check into it and inform the council. Councilman White reported on the NDLC meeting he attended regarding the budget address. I-CLOUD-DAKOTA PUMP: Councilman Binstock made a motion to approve the contract with Dakota Pump for the I-Cloud system at the water tower Councilman Kubas seconded the motion. All in favor. Motion carried. DAKOTA PUMP AND CONTROL MAINTENANCE CONTRACT: Councilman White made a motion to approve the contract with Dakota Pump Control for the maintenance agreement for the pumps at the lift stations and the water tower for a cost of $960.00 for the three of them Councilman Binstock seconded the motion. All in favor. Motion carried. The council discussed the past due utility accounts and all utility accounts that are over 60 days past due will be shut off. The service will not be reconnected until the utility balance is paid in full. Disconnect and reconnection fees will apply to the balance and the balance must be paid in full before the service is reconnected.
