Minutes City of South Heart Regular Meeting April 10, 2023 7:00 P.M. MAYOR: COUNCILMEMBERS: Floyd R Hurt Jeremey Binstock Brock White Arlen Kubas CITY AUDITOR: Renae Praus UNAPPROVED MINUTES: ROLL CALL: Hurt, Praus, Binstock, Kubas, ALSO PRESNT: Natalie Wandler, Stark County Tax Director ABSENT: Brock White REGULAR MEETING: Mayor Hurt called the meeting to order at 7:00pm. APPROVAL OF AGENDA: Councilman Kubas made a motion to approve the agenda and Councilman Binstock seconded the motion. All in favor. Motion carried. MINUTES: Councilman Binstock made a motion to approve the March 6, 2023, Regular Meeting Minutes and Councilman Kubas seconded the motion. All in favor. Motion carried. NATALIE WANDLER: TAX EQUALIZATION MEETING Natalie presented the figures for the tax calculations for South Heart property taxes to the council. She informed the board of the homestead credit and VA tax credits for veterans if we know any persons that may qualify, they should apply. Councilman Kubas made a motion to approve the tax equalization values as presented to the board by Natalie Wandler, Councilman Binstock seconded the motion. All in favor. PHEASANT COUNTRY GOLF COURSE LIQUOR & BEER LICENSE: No application turned in, tabled. SHERIFF/POLICE REPORT: Police Commissioner White informed the auditor prior to the meeting he did not have any incidents to report for the month. Stark County Sheriff Department was not present for the meeting. STREET COMMISSIONER: Street Commissioner Binstock reported everything is going well. WATER DEPARTMENT: Mayor Hurt informed the council everything is operating smoothly. SEWER COMMISSIONER: Mayor Hurt informed the council the lift station pumps and lagoons are operating smoothly. OTHERS: Councilman Binstock informed the council of the tractor pull he has arranged for the 13th of August. From the feedback it sounds like the Lions Club, Park Board and Fire Department are all interested in helping with the event. The council discussed the hay bales that are on Wayne Kuntz’s property. The property is zoned as residential, so the bales need to be moved off the property due to the fire hazard they pose, and they are not allowed on the property as it is a zoning violation. The auditor will write a letter and notify Mr. Kuntz of the violation. The council reviewed the letter they received from Nicholas Grant, City Attorney, regarding the representation of the Golf Course Board as well as the city of South Heart. The council is in favor of not Mr. Grant representing both entities, so they do not agree with signing the letter. Mayor Hurt will contact Mr. Grant and discuss the councils’ thoughts. The council discussed the past due utility accounts and all utility accounts that are over 60 days past due will be shut off. The service will not be reconnected until the utility balance is paid in full. Disconnect and reconnection fees will apply to the balance and the balance must be paid in full before the service is reconnected.
