ALSO PRESENT: Peter Kuntz, Jon Brosz (City Engineer), Kayla Fuchs, Tom Splichal, Sherriff Corey Lee
REGULAR MEETING: was called to order by Mayor Hurt at 7:00pm
APPROVAL OF AGENDA:
A motion to approve the agenda was made by Councilwomen Splichal and seconded by Councilman Binstock. All in favor. Motion carried.
MINUTES:
A motion to approve the December 2, 2019 Regular Meeting Minutes was made by Councilman Sticka and seconded by Councilwomen Splichal. All in favor. Motion carried
JON BROSZ: BROSZ ENGINEERING:
Mr. Brosz was present to discuss some alternative ways to operate the tanks during the refresh cycle at the tower and explained the billing process from MDU for the demand charge on the pumps that are installed in the pump house.
He also updated the council on some of the grants the city may be able to apply for to repair the new lift station.
KC GAMING PERMIT:
A motion to approve the gaming permit submitted by the KC Club 9043 was made by Councilwomen Splichal and seconded by Councilman Sticka. All in favor. Motion carried
FIRST READING-ORDINCANCE 2019-02 REGARDING HOURS OF OPERATION FOR THE BAR:
A motion was made by Councilman Binstock to approve the first reading of Ordinance # 2019-02 Regarding the hours of operation for the bar, motion was seconded by Councilwomen Splichal. Voting aye Splichal, Binstock, and abstaining from voting Sticka.
STREET COMMISSIONER:
Councilman Binstock reported that everything is going well. The council discussed the vehicles being parked on streets again and would like the Sherriff's to issue tickets if they are not moved when the snow needs to be plowed.
WATER COMMISSIONER:
Water Commissioner Hurt reported everything seems to be running smoothly.
SEWER DEPARTMENT:
Mayor Hurt reported no issues and things are running good. Pump Systems was out and cleaned the pumps once in December when they were plugged.
C-PASS:
A motion to approve a $100.00 donation to the After Prom Party was made by Councilman Sticka and seconded by Councilman Binstock. All in favor. Motion carried
SHERIFF LEE:
Sherriff Lee set up the rabies clinic for January 18, 2020 from 9:00am - 11:00am at the city hall shop (103 6th St NW).
UTILITY BILLS:
The council reviewed the past due accounts and requested the auditor to send out past due notices and give the individuals 10 days to pay the past due amounts or they will be shut off and service will be not be reconnected until the account balance is current and all fees for reconnection are paid in full. The council discussed shutting off the delinquent accounts and will be charging them the current disconnect and reconnect fees as stated in the city ordinances.

A motion to pay vouchers for the month of December, approve the Financial Reports and Pledge Agreements as submitted was made by Councilman Binstock and seconded by Councilman Splichal. All in favor. Motion carried.

No further business, motion to adjourn was made by Councilman Sticka and seconded by Councilman Binstock. Motion carried. Meeting adjourned.
