STATE OF
NORTH DAKOTA
NOTICE IS HEREBY GIVEN that the North Dakota Industrial Commission, acting as the North Dakota Housing Finance Agency (the "Agency"), will conduct a public hearing on November 6, 2019 at 10:00 A.M. (CT), in the office of the Agency at 2624 Vermont Avenue, in Bismarck, North Dakota, on the proposal that the Agency issue revenue bonds in one or more series in the maximum amount of $400,000,000 (the "Bonds") under the North Dakota Housing Finance Agency Act, in order to provide for mortgage financing through participating lenders for the purchase or substantial rehabilitation of single family housing within North Dakota by eligible borrowers. Generally, to be eligible a borrower must: 1) not have had an ownership interest in a principle residence within the past three years; 2) not have an income in excess of 115% of the median income (as established by the U.S. Department of Housing and Urban Development); and 3) not acquire housing with a purchase price in excess of an amount established by the Internal Revenue Service. The Agency does have authority to establish different, less restrictive, eligibility criteria for targeted or disaster areas. (Purchase price limitations are subject to change.)
The Bonds issued by the Agency to finance such more mortgages shall be limited obligations of the State payable solely from the revenues pledged to the payment thereof. No holder of the Bonds shall ever have the right to compel any exercise of the taxing power of the State to pay the Bonds, or the interest thereon, nor to enforce payment against any property of the State except the revenues and assets pledged under the bond resolutions.
All persons interested may appear and be heard at the time and place set forth above for the hearing. If auxiliary aids or services are required, please contact the Agency at 701-328-8080; Toll Free 1-800-292-861; TTY 1-800-366-6889; or hfainfo@nd.gov.
