All voted aye, motion carried. Motion by Commissioner Dolezal, seconded by Commissioner Pelton, to approve the March 30th Special Meeting minutes. All voted aye, motion carried. Motion by Commissioner Pelton, seconded by Commissioner Dolezal to accept the agenda with the following changes, Commissioner Lundberg’s Board Appointments, minutes posted on website, planning and zoning as built survey. All voted aye, motion carried. Carl Rohde appeared for Civil Science to give updates on the projects his firm is working on. Project #CS-13(22) 01 86th Ave SW, # CS-13(22)02 92nd Ave SW. Recapped the 2024 projects. Motion to approve the signature the Golf Course Road contract by Commissioner Dolezal, seconded by Commissioner Pelton. Upon roll call vote, all aye, motion approved. Darin Schaeffer with Bartlett & West appeared via Teams and gave updates on the projects for their company. Manning Improvements, 2nd St. NW/84th Ave. NW. 2024 projects have been submitted for approval, will start contacting the landowners once they are authorized. James Kadrmas with Interstate Engineering appeared to update the commission on their projects. #E21-00-071: 109th Ave SW. Will schedule a meeting with David Lym to see how to proceed further. 82nd Ave SW, positive feedback with the landowners. 26th St. SW, design is moving along quickly. 27th St. SW, continue to obtain signed easements. Jeremy Wood with Northern Plains Engineering, gave updates on projects that the company is working on. CP-13(21)03 – 91st Ave, project will resume this spring. Contacting landowner for one more signature. CP – 13(22) 05 – 25th St. and 88th Ave SW, CP -13 (23)01 Gap Road and 111th Ave. NW, 108M Bridge. Would recommend awarding the project to Martin Construction. The project was bid on March 3rd.Motion to approve the contract to Martin Construction by Commissioner Pelton, seconded by Commissioner Dolezal. Upon roll call vote, all aye, motion carried. CP – 13(21) 05 Charlies Pass, CP – 13(22)03 97th Ave and 11th St. SW, CP -13 (22)04 4th St. SW updates. BIA 10 update, waiting for the right of way documents, construction will likely take place in 2024. Killdeer Shop Survey is completed, we will be receiving a survey plat for the buyers. The boundaries have been marked. Superintendent Lym asked the Commission to pay for lunch at the LTAP Trenching and Excavating class for our road employees. Motion by Commissioner Pelton, seconded by Commissioner Dolezal to pay for lunch at the LTAP Training. All voted aye, motion carried. Superintendent Lym presented additional road utility easement for 3rd Street, it will be an additional 9ft. Motion by Commissioner Pelton, seconded by Commissioner Dolezal to approve added 3rd street easement. All voted aye, motion carried. Load restrictions on county roads will begin on Monday, April 10, 2023. Superintendent Lym asked for approval to put out bids for 627K Scraper. Motion by Commissioner Pelton, seconded by Commissioner Dolezal to approve the bid process for the 627K Scraper. Upon roll call vote, all voted aye, motion carried. Mike O’Shields was introduced to the Commission, he is a new road employee. Superintendent Lym is asking for the approval of the following utility permits, McKenzie Electric, Elkin Energy, Bridger Pipeline. Motion by Commissioner Dolezal, seconded by Commissioner Pelton to approve the permits. Discussion on Elkin Energy to bore under the road and install pipe. Could it be pulled when the development is done. Add to permit that the pipe is pulled six months after the project completion. Motion by Commissioner Pelton, seconded by Commissioner Dolezal to amend to add the verbiage to remove the pipe after six months of completion. Upon roll call vote Commissioners Dolezal, Pelton and Buehner voted aye, Commissioner Kleemann voted nay. Motion carried. Motion to approve all permits by Commissioner Dolezal, seconded by Commissioner Pelton. Commissioners Buehner, Dolezal and Pelton voted aye, Commissioner Kleemann voted nay. Interim Auditor Whittingham presented an annual Gaming Site Authorization from the Killdeer Saddle Club. This would be for fiscal year July 1, 2023 to June 30, 2024. Motion by Commissioner Dolezal, seconded by Commissioner Kleemann to approve the gaming site permit. All voted aye, motion carried. Discussion on who will be taking on Commissioner Lundeberg’s portfolios. Currently he has the Roosevelt Custer Regional Council, Food Pantry, Public Information Officer and Fair Board. Motion by Commissioner Pelton, seconded by Commissioner Kleemann to make the following appointments, Commissioner Kleemann to the Roosevelt Custer Regional Council, Commissioner Dolezal will be on the Food Pantry Board and Fair Board, Commissioner Buehner will be the Public Information Officer. All aye, motion carried. At 10:00 a.m., per call for bids, all qualified contractor bids were opened on the 25th St. SW Grading & Aggregate Surfacing project • Hlebechuk Construction $601,348.50 • Wilson Construction $555,237.85 • Martin Construction $818,524.06 • Edward H. Schwartz Construction $683,211.25 • Baranko Brothers $885,956.66 Engineer Woods took the bids for review and will report back for recommendation. Dessie Calihou, Director of HR introduced LoAnn Roshau the Communications Specialist. It is a new position in the county to help with accurate communications to the citizens of Dunn County. Commissioner Kleemann asked about putting the minutes on the website on the sooner than two weeks. He is asking to put unofficial minutes on as soon as possible and remove after the official minutes are approved. Taylor Vandyke with Roughrider Electric discussed a 115 KB Transmission line from the Knife River substation to the new Rocky Ridge substation. It will be an aerial wire crossing; no poles will have to be put up. It will run along the south side of 11th street. Motion by Commissioner Dolezal, seconded by Commissioner Pelton to approve overhead transmission lines on 11th street. All vote aye, motion carried. Sarah Duttenhefner, Emergency Manager appeared to discuss the signed Senate Bill, 2183. This is for assistance excessive winter season snow removal expense. We could be approved for up to sixty percent of our early snow removal expenses and/or an average of four lowest years of snow removal expenses between 2017 and 2021. Sarah is asking for approval to attend a National Homeland Security Conference. It will be held in Chicago, registration is $700.00. Will share a room to split the cost of a hotel. It is a four-day conference. Motion to approve the travel and to attend the Homeland Security Conference by Commissioner Dolezal, seconded by Commissioner Pelton. Upon roll call vote, all voted aye, motion carried. Interim Auditor Whittingham presented signed School Grants Applications to be submitted for payment. The amounts paid out are based on Dunn County student enrollments. The applications were received from Beulah Public School, Dickinson Public Schools, South Heart Public School District and Richardton Taylor School District. Motion by Commissioner Pelton, seconded by Commissioner Kleemann to approve the grant applications. Upon roll call vote, all voted aye, motion carried. Commissioner Kleemann had a question for Planning and Zoning regarding the as-built surveys from a previous meeting. Planning and Zoning director stated they will be discussed at the next planning and zoning meeting. Code Administrator will discuss with the States Attorney. Commissioner Dolezal discussed the Auditors position. An option would be to post the job with requirements for a qualified elector and move forward from there. Motion by Commissioner Pelton, seconded Commissioner Kleemann to post the job of the auditor for qualified electors. Upon roll call vote, all voted aye, motion carried. West Dunn Fire Protection District appeared to update the Commission on the possible plans to build a new fire hall in Killdeer. The current facility is too small, there have been several additions. The proposed new location would be the old rodeo grounds in Killdeer. The City of Killdeer is working with them on any drainage and run off issues with the land. Would like to discuss in the future to ask for some funding. Commissioner Dolezal suggested the oil companies and grant monies may also help with the costs of the building. Commissioner Pelton supports helping with the building of the new fire hall. Once more information regarding the cost is compiled, they will return with a number needed for construction. After reviewing the bids for the 25th street project, Engineer Jeremy Wood announced that the bid from Wilson Construction was the low bid. He recommends their bid for approval. Motion by Commissioner Kleemann, seconded by Commissioner Pelton to award Wilson Construction the contract for the 25th street project. Upon roll call vote, all voted aye, motion carried. Ann Hafner, Kirk Roll, Chris Jeske and Josh Edwards with the Killdeer Ambulance appeared to give updates on service/reporting and audit. They discussed run numbers, financials and went over the proposed budget for the year 2023. The report from the state audit was one of the best rates they could get. Discussed the fact that if the ambulance is shut down there is no guaranty that Dunn County will have or get any other service.
