Chairman Franchuk called the special meeting of the Stark County Board of Commissioners to order at 9:00 AM. Commissioners Present: Dean Franchuk, Carla Arthaud, Bernie Marsh, Neal Messer, and Ken Zander. Department Heads Present: Auditor–Lynn Betlaf, Assistant State’s Attorney–Amanda Engelstad, County Park Director–Lisa Heiser, Emergency Services Director–Shawna Davenport, Buildings and Grounds–Mike Dschaak, and Road Superintendent–Al Heiser.

To approve the agenda.
DISPOSITION: Roll call vote. All voted aye. Motion Carried.
ACCEPTANCE OF RFP FOR INFORMATION TECHNOLOGY CONTRACT
Five proposals were received. Submissions included CortecG, Inc., Consolidated, NRG, NetworkCenter, and Smart Computers. The Information Technology Committee selected two finalists, Smart Computers and Consolidated, to present to the full Commission. Commissioners asked clarifying questions to each presenter.

To table the selection and schedule a 24-hour notice of a special meeting January 21, 2021 at 10:00 am to give the IT Committee a chance to weigh new information received in today’s meeting.
DISPOSITION: Roll call vote. All voted aye. Motion Carried.
SOUTH HEART POLICE CONTRACT
Sheriff Corey Lee presented information on the South Heart contract for services from the County. South Heart has a newly equipped police unit with all associated radios, guns, etc. that the City of South Heart would like to trade for services. Services would consist of trading the car in lieu of $1,000/month services for 3 years. Sheriff Lee recommended approval of the trade.

To approve the swap of the South Heart vehicle for services.
DISPOSITION: Roll call vote. Commissioner Messer-yes, Commissioner Marsh-yes, Commissioner Arthaud-yes, Commissioner Zander-no, Commissioner Franchuk-yes. Motion Carried.
CTCL COVID-19 RESPONSE GRANT
Auditor Betlaf reported that the Auditor’s office applied for the Centers for Tech and Civic Life (CTCL) COVID-19 Response Grant in October 2020 and has accepted the award of $13,116 on October 7, 2020. The funds were received and deposited into the General Fund on November 17, 2020. Grant reimbursement will be submitted by January 31, 2021 for election co-workers funds, cleaning, and other items related to the election and COVID. Allocation of the funds will show the grant monies taken from the General Fund and will come out of the Election Budget. Auditor Betlaf has spoken to the State’s Attorney’s Office recommended no action on this.
