Commission Vice President Kevin Candrian called the meeting to order at 5:00 p.m. Commissioners present were Carey Praus, Kelly Summerfield, and Logan Wallace. Commission President Chuck Muscha was absent. Cameron Deperalta, Eric Braathen, Brett Morlok, Nate Bouray, Carie Boster, and Pam Kukla were present with Hannah Braathen present via conference call.
Commissioner Wallace moved to approve the consent agenda, seconded by Commissioner Praus. The consent agenda consisted of the minutes of the January 19th, 2021 regular meeting, bills, and financial statement. All voted aye on a roll call vote. M/C
The Commission discussed the open Public Works position. The Public Works Hiring Committee had three finalists for the position in Chad Dutchuk, Shaun Marshall, and Chris Ivanovitch and after interviews Shaun Marshall was recommended for hire Commissioner Praus made the motion to approve Shaun Marshall for hire for the open Public Works position, seconded by Commissioner Wallace. All voted aye on a roll call vote. M/C
Commissioner Praus made the motion to approve Killdeer Reserve Officer Dion Steinley for hire for the open Police Department position, seconded by Commissioner Summerfield. All voted aye on a roll call vote. M/C
Commissioner Summerfield made the motion to approve Task Order 23 with AE2S for the High Street (5th Ave to Hovden St) Asbestos Watermain Replacement Project. The motion was seconded by Commissioner Wallace. All voted aye on a roll call vote. M/C
City Engineer Brett Morlok provided correspondence to the Commission regarding the road design update for the extension of High St for the new school as well as the water/sewer project for the new site as well. Engineer Morlok also discussed the HWBL Water Expansion Project item being discussed by the State Water Commission for funding approval at the February 11, 2021 meeting.
Commissioner Wallace made the motion to approve new PD Officer Dion Steinley to move up from the initial step to the 5th step on the current pay scale after a 6-month probationary period, seconded by Commissioner Praus. All voted aye on a roll call vote. M/C
Aquatics & Wellness Center Manager Hannah Braathen discussed the new scan card system and camera installation.
Commissioner Praus made the motion to approve Greg Nordsven for part time Public Works help on an as needed basis not to exceed 30 hours a week and at his ending hourly wage, seconded by Commissioner Wallace. All voted aye on a roll call vote. M/C
City Attorney Nate Bouray discussed his leaving Ebeltoft.Sickler.Lawyers. and continuing to practice law with Cooperative Legal Solutions PLLC. Commissioner Wallace made the motion to continue to have Attorney Bouray with Cooperative Legal Solutions PLLC continue attorney services for the City, seconded by Commissioner Praus. All voted aye on a roll call vote. M/C
Public Works Superintendent Cameron Deperalta discussed a possible spring cleanup at the landfill and the reclamation timeline for the landfill.
Commissioner Summerfield discussed the potential of a County owned landfill and the City involved via leasing.
Having no further business, Commissioner Praus moved to adjourn, seconded by Commissioner Summerfield. The meeting was adjourned at 5:46 P.M.
