STATE OF NORTH DAKOTA PUBLIC SERVICE COMMISSION Montana-Dakota Utilities Co. 2022 Electric Rate Increase Application Case No. PU-22-194 NOTICE OF PUBLIC INPUT SESSIONS Public Input Sessions on the application in the case enumerated above will be held on April 5, 2023, at 12:00 p.m. central time and continue until comments are finished and April 5, 2023, at 5:00 p.m. central time and continue until comments are finished in the Commission Hearing Room, 12th Floor, State Capitol, Bismarck, North Dakota 58505. On May 16, 2022, Montana-Dakota Utilities Co. (MDU) filed with the Commission an increase in rates for electric service. MDU’s proposed rates would result in an increase in its annual North Dakota electric service revenue of $25,365,558, or a 12.3 percent increase over current rates. Interim rates subject to refund were approved on July 14, 2022. The Commission will be holding Public Input Sessions on the rate increase request. The issues to be considered in this matter are: 1. What is the value of MDU’s property, used and useful, for the service and convenience of the public in North Dakota? 2. What is MDU’s rate of return on its property, used and useful, for the service and convenience of the public in North Dakota? 3. What is a just and reasonable rate of return on MDU’s property, used and useful, for the service and convenience of the public in North Dakota? 4. What rates and charges are necessary to provide a just and reasonable rate of return on MDU’s property, used and useful, for the service and convenience of the public in North Dakota? 5. Are MDU’s rate schedules designed in such a manner that they result in a basis of charge to its customers that is just and reasonable without discrimination? The public is encouraged to view the Public Input Sessions electronically via https://psc.nd.gov/public/meetings/live.php or listen telephonically via 1-888-585-9008 with room code 671-872-185. The public is also invited to appear and participate in the Public Input Sessions at the State Capitol, Bismarck, North Dakota, in the Commission Hearing Room on the 12th Floor. A technical hearing will be held on the matter beginning May 1, 2023, at 8:30 a.m. central time at the same location. The Commission will receive public input through the following methods: • In-person • Written - Written public input may be submitted through email via ndpsc@nd.gov or by mail addressed to: Public Service Commission 600 E. Boulevard Ave., Dept. 408 Bismarck, ND 58505-0480 • Telephonic - The public may provide input over the phone by calling 701-328-4081 to be placed on a list. On April 5, 2023, the Commission will call you back during the designated Public Input Session. The Public Input Sessions are not considered part of the technical hearing and the discussion at the sessions will not become part of the evidence reviewed by the Commission in making its decision. However, the discussion will aid the Commission and its staff in identifying areas of concern to members of the public and help customers better understand MDU’s request. Anyone wishing to become a party to this proceeding is encouraged to file a Petition to Intervene as early in the process as possible to allow, if granted intervener status, full participation in prehearing filings and other actions. Consequently, anyone wishing to become a party should file a Petition to Intervene by February 28, 2023. A Petition to Intervene does not need to be filed to participate in a Public Input Session.
