Man charged in Fort Berthold shooting
BISMARCK – A man accused of shooting another man in a drug-related incident on the Fort Berthold Indian Reservation faces federal charges.
James Westley Lowe is charged in U.S. District Court with assault with a dangerous weapon and discharging a firearm during a crime of violence in connection with a Nov. 5 shooting in Parshall.
Lowe, also known as Chad Kencade Morris, is accused of shooting a man twice in the legs while he was taking a shower and then striking him in the head with the gun, according to a court affidavit.
A witness told police Lowe asked the victim, Ryan Little Bird, where his money and his “stuff” were before she heard the two gunshots, court records say. Little Bird told investigators he had been distributing marijuana for Lowe and owed him money, the affidavit says.
The shooting occurred at a residence near Parshall High School and prompted the school to go into lockdown as a precaution.
Lowe has not yet appeared in court on the charges and does not have an attorney listed.
