City, NDDOT ready $20M 10th Ave upgrade

The 10th Avenue East intersection on the Interstate-94 business loop is getting an upgrade.

City Commissioners on Sept. 11 voted to approve reimbursement agreements with the North Dakota Department of Transportation for the $20 million project.

The project, to address safety and traffic concerns, will widen the I-94 loop to three lanes and improve the intersection, Jerry Scherr, chief engineer tech, told commissioners.

Improvements will include drainage and lighting improvements and pedestrian trails.

"They're looking at a roundabout right now, but there's nothing written in stone," Scherr said.

Dickinson will have a 10 percent cost in all the work, for a total of roughly $2.06 million.

"The agreement would require the city to reimburse (NDDOT) for all preliminary engineering costs if we back out of the project," Scherr said.

Commissioner Carson Steiner said he wanted conversation in the future about whether there should be a roundabout at the location.

"We put this off because we did resurface that just last year, I believe it was," Steiner said. "I would caution to not move very fast on a roundabout."

The city has until 2021 to make a decision, Scherr said.

On the west end of the I-94 business loop, the NDDOT plans to install a pedestrian bridge at Exit 59.

Commissioners approved a reimbursement agreement for this project, as well.

"This agreement would require the city to reimburse the (NDDOT) for other preliminary engineering costs if we back out of the project," Scherr said.

The $1.2 million project addresses a need within Dickinson.

"The need identified was the lack of pedestrian facilities over Exit 59," Scherr said.

The bridge would connect to the city sidewalk along the east side of the business loop, down to Eighth Street West.

"We tied one to the north side," Scherr said. "We tied into the existing shared use path."

The pedestrian bridge would be similar to the one on the 10th Avenue West overpass.

"It will be straighter," Scherr told commissioners. "It won't meander around."

Dickinson would have a 10 percent cost share in the interstate right of way. The total cost for the city would be roughly $50,000.

"Staff cannot foresee any reason why we would not follow through with the construction of the project," Scherr said.

Commissioners also approved a maintenance agreement for improvements along Villard Street, an NDDOT urban grant project.

The project will install black, decorative LED lighting and traffic signals the Highway 22 and Sims Street intersections.

"The project is directly related to the commission's goal of improving downtown vitality," Scherr said. "The project's scope includes replacing outdated street lights and traffic signals on Villard from State Avenue to 10th Avenue East."

The estimated cost for the project is $2.5 million, with a city share of $724,308.

"This equates to as a 72 percent to 28 percent matching grant," Scherr said.

This agreement requires the city to imburse the NDDOT for preliminary engineering costs if city backs of the project, as well.

"City will be responsible for ongoing maintenance," Scherr said, "such as pothole patching, snow removal and control of access to the encroachments onto the right-of-way."
