NDSU director accused of sexually assaulting girl in Moorhead, Bismarck

FARGO — A North Dakota State University administrator has been put on leave after being accused of sexually assaulting an underage teen in Bismarck and while awaiting trial for a similar charge in Clay County.

Two Class C felony charges of sexual assault were filed Wednesday, May 8, in Burleigh County District Court against Enrollment Management Administrative Systems Director Viet Q. Doan, who's accused of fondling a minor while she slept Nov. 21 in Bismarck. An affidavit of probable cause details how the 44-year-old allegedly rubbed the girl inappropriately, at times reaching under her clothes.

Doan was placed on paid leave from NDSU on Thursday, according to university spokeswoman Laura McDaniel. He has been with NDSU since 2005, she said.

Doan is scheduled to go to trial Aug. 13 in Clay County District Court on a fourth-degree criminal sexual conduct charge. In that case, the same girl was sleeping on a couch the week before Thanksgiving in a Moorhead home and awoke to Doan allegedly rubbing her inappropriately, according to a criminal complaint. After that is when she also told officers about the alleged incident in Bismarck.

The criminal complaint in the Clay County case was filed Jan. 11. A message left for attorney Jay Greenwood, who's representing Doan in Clay County, was not immediately returned Friday. North Dakota court records do not list an attorney for Doan.

NDSU was made aware of the Clay County charge, and he was "placed on a work-from-home arrangement," McDaniel said.

Moorhead police alerted the Burleigh County Sheriff’s Office to the alleged interaction in Bismarck. A criminal summons was sent to Doan, but it appeared as of Friday afternoon that he had not been arrested or booked into the Burleigh County Jail.

Doan also is the director for NDSU’s One Stop, an information center for financial aid, scholarships, records and other student services, according to the university’s website.
