GRAND FORKS (AP) -- A Grand Forks mother is accused of exposing her barefoot daughters to subzero temperatures.
Police say 21-year-old Breanna Prather was drunk on Feb. 26 when she dragged her 5-year-old through the snow and carried her 2-year-old under her arm. The complaint says the air temperature was 13 degrees below zero and the wind chill was 37 below.
Prather is charged with two counts of abuse or neglect of a child. Both are felonies with a maximum penalty of 5 years in prison and a $5,000 fine upon conviction.
She has been ordered not to have contact with either child.
