The North Dakota Department of Transportation has opened Highway 54 from Interstate-29 to the Red River approximately 10 miles north of Manvel to local traffic, according to a press release.
Water remains on the highway and flaggers will be in place to direct traffic until the water recedes. Other motorists should use alternate routes.
