BISMARCK - North Dakota Secretary of State Al Jaeger on Friday released the numbering of five measures that will be put to a statewide vote on the Nov. 8 general election ballot.
Measure 1, a constitutional amendment placed on the ballot by the state Legislature, would prohibit legislators from serving in the Legislature unless they live in the district in which they were elected.
Measure 2, also a constitutional amendment brought by state lawmakers, would allow excess money in the state's Foundation Aid Stabilization Fund to be used for education purposes other than offsetting cuts to education funding when there's a revenue shortage.
Measure 3, an initiated constitutional measure inspired by California's Marsy's Law, would expand North Dakota crime victims' rights as listed in current state law and enshrine them in the state constitution.
The other two initiated measures, just approved for the ballot this week, are statutory measures that propose changes to state law.

Measure 4 would increase tobacco taxes from 44 cents to $2.20 per pack on cigarettes and from 28 percent to 56 percent of the wholesale purchase price on other tobacco products, with the increased tax revenue going into trust funds for community health and veterans.
Measure 5 would legalize possession and use of marijuana for medical purposes and set up regulations and administrative requirements for it.
