Dickinson resident Bobby Duncan, 44, was arrested in October when he was pulled over on the Interstate 94 Business Loop.
Law enforcement believed he was under the influence of alcohol, but Duncan refused a chemical test. He was also charged with with a suspended license, a Class A misdemeanor.
Without an attorney, Duncan pleaded not guilty to both charges Monday at a preliminary hearing at Stark County Courthouse.
The alleged crime would constitute as his fourth DUI-related offence in 15 years, making it a Class C felony.
