BISMARCK (AP) -- A new audit released this morning details mismanagement at Dickinson State University.
The audit says the school didn't provide proper disclosures to students of how their tuition and fees were being spent.
It says there were haphazard policies on charging tuition. The school wrote off about one-fourth of the tuition income it was eligible to collect.
The audit says a "Roughrider Scholarship" program went mostly to benefit athletes, and some of them were given too much money.
The audit says some consulting contracts were awarded without bids, and public money was used to pay for receptions and parties for Dickinson State faculty and staff.

The audit comes after a separate investigation earlier this year said Dickinson State gave diplomas and job training certificates to almost 600 Chinese students who didn't earn them.
