Treasurer distributes first $298M of $1.1B in ‘surge’ money

BISMARCK - State Treasurer Kelly Schmidt says the first $298 million of a $1.1 billion funding package was being distributed Friday to address critical road and infrastructure needs in North Dakota's oil-producing region and the rest of the state.

BISMARCK – State Treasurer Kelly Schmidt says the first $298 million of a $1.1 billion funding package was being distributed Friday to address critical road and infrastructure needs in North Dakota’s oil-producing region and the rest of the state.

Senate Bill 2103, nicknamed the “surge bill” and signed into law Feb. 24 , allocates $100 million to cities in oil-producing counties based on population, $16 million for townships in non-oil producing counties and $10 million for cities on the boundaries of the Bakken oil shale formation.

The fast-tracked bill also provides $172 million hub cities heavily affected by the oil boom: $64 million to Williston, $44 million to Dickinson and $32 million each to Minot and Watford City.

The rest of the $1.1 billion will be processed through the Department of Transportation.

“The extraordinary efforts of my staff and the cooperation of our political subdivisions allowed us to complete the certification process in just a few days,” Schmidt said in a news release.  “This enables us to get those dollars where they are needed in record time.”
