She grew up on a farm in Chappell, Nebraska where she liked to say she kept busy doing farm chores and milking cows while her brother was inside learning how to sew. She graduated from Chappell High School and proudly achieved the honor of being the "Betty Crocker Homemaker of the Year". After high school she earned her teaching certificate from Chadron State College and taught 5th grade for 2 years at South Canyon Elementary School in Rapid City, SD. On September 6, 1964 she married Robert Powell and they were blessed to spend 40 years together. They lived and worked at both Badlands National Park and Colorado National Monument before settling in at Theodore Roosevelt National Park in Medora, ND. Julie would after say that her time in Medora was the best time of her life. Julie and Bob raised their two daughters in Medora and made many life long friends. Julie was very proud of her time on the Billings County School Board and the work she did for the Billings County Courthouse Museum.

Julie and Bob moved to Rapid City, SD in 2004 where Julie raised the "light of her life", her grandson Peyton Powell. Julie loved most spending time with her family and sharing laughs with her friends. She was an avid antique hunter and collector but most of all she was happy to be a wife and mother. Julie is survived by two daughters: Robin [Gary Christiansen] Powell and Jennifer Powell both of Rapid City; a grandson Peyton Powell whom Julie raised as her own son of Yankton, SD, and another grandson Calvin; and one brother Jim [LeAnn] Ayres of Ogallala, NE. She was preceded in death by her parents, husband Robert on December 31, 2004, and sister Arlene Torst.
