Randall Phelan took part in a bribery scheme with co-conspirators from about 2013 through mid-2020, during which time he used his position with the Three Affiliated Tribes Tribal Business Council to obtain construction contracts for a contractor, according to court documents.
The claim applies to the historical bed of the Missouri River — the river as it was before construction of Garrison Dam created Lake Sakakawea in the 1950s — not “the entirety of the bed of Lake Sakakawea,” the statement said.
Thomas Suckley and George Bears Arm, two young men from the Fort Berthold Reservation in western North Dakota, died while attending the notorious Carlisle Indian Industrial School in Pennsylvania. Their bodies remain buried in a cemetery near the site of the former school.

To remedy the issue, Brown suggested the redistricting panel split the full district in two to include a House district that encompasses the reservation.
