"Only time will tell if it was a wise decision to spend these additional dollars," she wrote in a letter to lawmakers, referencing about $87 million in spending above her recommended budget.
“I actually don't think we’re that far off,” a top Republican lawmaker said after a morning that saw the end of grocery tax and property tax proposals. “This is just the way this process works.”
“It would create instability in our business and our tax environment as it creates an uncertain future,” Noem said of the two-year sunset clause on the sales tax cut.
“Everyone likes intellectual diversity until they disagree with it. And I'm afraid that's what's happening here,” a Republican lawmaker opposed to the bill said.
“It would give some people a little more confidence going forward by putting this on, which is why I was asked to entertain this by leadership,” the chair of the Senate Taxation committee said.
"Arguing against a tax reduction because rich people and out-of-staters and rich out-of-staters would enjoy some relief, too, is an invitation for us to cut off our noses to spite our faces."
The proposal would save homeowners an estimated $350 per year on the local school's portion of property tax. The loss to schools would then be buttressed by the state.
