A federal lawsuit is asking a judge to allow absentee voting for members of the Three Affiliated Tribes of the Fort Berthold Reservation. Since 1986, the tribe has required non-resident voters to return to the North Dakota reservation to vote — even though it liberally grants absentee ballots for resident members.
